Pleven is a major city in northern Bulgaria with significant historical and cultural value, particularly in the context of the Russo-Turkish War. Modern Pleven functions as an industrial, medical and educational center of the region. Its economy includes mechanical engineering, food processing and agriculture.
A distinctive feature of Pleven is its extensive museum network, including the Panorama «Pleven Epopee», a nationally significant memorial complex. Rostov artists made a substantial contribution to the creation of this facility by participating in the design of its exhibition halls. City parks and architectural ensembles contribute to a favorable urban environment. Overall, Pleven is characterized by a calm and sustainable pace of life and a strong focus on preserving historical heritage.
Within the framework of sister-city relations, there were carried out exchanges of information and delegations, interparliamentary cooperation developed, was strengthened interaction in the field of education. In particular, there were established ties between Rostov State Medical University and the Medical University of Pleven, facilitating the exchange of professional experience and educational practices. It was also developed Cooperation between chambers of commerce and industry.
The cities repeatedly participated in each other’s City Day celebrations with reciprocal visits by delegations and creative groups. The very concept of celebrating Pleven City Day was adopted from Rostov-on-Don and became an annual tradition, with the date set as May 15. Rostov-on-Don and Pleven also take part in meetings of cities organized by international organizations, including exchanges of dance and theater groups. In September 2025 a delegation from Pleven visited Rostov-on-Don, headed by former Mayor of Pleven and prominent Bulgarian political figure Rumen Petkov, Deputy Chairman of the Pleven Municipal Council Boyko Todorov and Municipal Council member and leader of left-wing forces in Pleven Ivan Medinski as confirmation of the established sister-city relationship. This visit confirmed the preservation and further development of friendly relations between the municipalities.
